What ADM is: licences, authorised operators and what it means for players
Italy's Customs and Monopolies Agency authorises who may take bets in the country. How to check a site holds a licence, and which protections exist only inside the authorised perimeter.

ADM is the Agenzia delle Dogane e dei Monopoli, the public body that regulates remote gambling in Italy and issues operators' licences. Without one, taking bets from the Italian public isn't permitted.
For a player the difference isn't formal. Inside the licensed perimeter there are obligations that don't exist outside it: account identification, self-limitation tools, membership of the self-exclusion register, and an authority to turn to when something goes wrong.
How to check a site is authorised
- The ADM licence number is displayed on the operator's site, usually in the footer alongside the Agency's logo.
- The list of licensed operators is published by ADM: that is the authoritative source, not what a site says about itself.
- ⚠ The logo alone isn't enough: it has to be checked against the official list. An image can be copied, a number on a register can't.
- A betting account requires identification with a document. A site that lets you play without identifying yourself is operating outside Italian rules.
What exists only inside the authorised perimeter
Three things in particular. The first is player-set deposit limits, which are a requirement of the betting account rather than an operator's courtesy.
The second is self-exclusion valid across every operator at once, through the register held by ADM: someone who self-excludes isn't excluded from one site, they are excluded from the entire licensed perimeter.
The third is having someone to turn to. With an unlicensed operator a dispute over a bet has no forum, and that holds however professional the site looks.
Why you don't see gambling advertising in Italy
The so-called Decreto Dignità bans advertising of gambling for money. It is why in Italy you won't find betting operators' commercials, shirt sponsorships or banners, and why a site like this one rests on content rather than promotion. ⚠ The ban carries exceptions written into the law — national deferred-draw lotteries sit outside it — which is why some gambling advertising is still visible.
It has a practical consequence for readers: if a site promises you a bonus in advertising tones, that is already information about how it works.
What ADM doesn't do
⚠ A licence is no guarantee about how bets turn out, nor about how good the odds are. One authorised operator can hold back far more than another authorised one: in our reading of 14 September 2026, on the full-time result, the median margin among licensed operators runs from 4.03% to 10.59%. The two extremes are not the same book nor the same competition — the highest belongs to one operator on Ligue 1, and rests on eight matches — and the difference depends on the operator-competition pair, not on either alone.
A licence says the operator sits inside a framework of rules, not that its prices are good. The two are checked separately, and checking the second is exactly what the odds page does.
If a dispute isn't resolved with the operator, the first step is the complaints procedure every licensee must make available in its terms of play; the second is ADM, whose contact channels are published on the Agency's site.
